London rates resist prod: interbank market sees a slight easing; "a double whammy"

The Bank of England has reduced interest rates from 5.75% to 5.5%, a move applauded by UK mortgage borrowers and retailers. However, interbank rates dipped only slightly. Banks continue to be reluctant to lend to one another, however, liabilities are a concern as assets are pulled back onto balance sheets.
