Manifesto for the environment
Article Abstract:
The RIBA environmental committee intends to offer several suggestions concerning the construction of reduced energy homes and buildings to the new United Kingdom government, following the general election in May 1997. The government should recognize the positive effects of renewable energy on the environment and therefore reduce the discount rate. The true cost of fossil fuel energy should be established and the imposition of a tax on carbon emissions would help to reduce the demand for such fuels. Taxes should not be charged on building materials and technology that saves energy.

Making buildings measure up
Article Abstract:
A simple and workable system is needed for grading buildings for energy efficiency. The scheme should measure carbon dioxide emmisions from heating, cooling and other energy applications withing the building and should be applicable for the whole of the European Community. Both new and existing buildings must be covered and provisions made to encourage building owners and users to improve their energy efficiency. Specific grading systems will be necessary for housing, commercial and industrial buildings. Action should be taken by government, builders and financial institutions.

Fabric energy storage cuts refrigeration
Article Abstract:
Fabric energy storage (FES) is a method of cooling buildings without using airconditioning. At night, cool air is passed over and through large structural elements like the floor slabs of a building. The 'coolth' is stored in the fabric and slowly released during the day. Without some control, FES may not provide cooling when the need is greatest but research is being conducted into the effects of false ceilings in controlling the release of coolth as well as their effect of reducing the effectiveness of the system.
