Mustapha Assad and Ramzi Raad, both of whom are main figures in the ad agency scene of the Middle East, believe that complacency and malpractice restrains the region's adspend. Assad, chairman and CEO of Lebanon-based Publi-Graphics, blames the agency themselves for the poor performance in the Middle East. Meanwhile, Intermarkets Chief Operating Officer Raad blames the bazaar mentality embraced by the local distributors of multinationals. Raad charges the local distributors of forgoing brand-building for short cuts that will channel ad budgets for their personal use.

Ammirati Puris Lintas' (APL) Spanish Chairman Philippe Bernard believes that the agency's recent troubles started with pressure from higher competition in the early 1990s. Bernard, who is unusually open about APL's woes, said the merging of the $60 million Renault account with BBDO in late 1996 crowned the pressure from rivals. APL worked with Renault for two decades and its exodus caused both psychological and financial damages. Meanwhile, the agency's merger with Valmorisco launched it into the top 10 list with billings of $130 million.

Walker speeds up

Walker Media is a six-month old London, UK, operation founded by veteran Christine Walker as a 50/50 joint venture with Phil Georgiadis and M&C Saatchi. Backed by Walker's reputation, executives of long-established media agencies appear threatened by the existence of the new agency. However, Walker denied rumors that Walker Media will try to wrest the international buying brief for British Airways (BA) from Optimedia, which manages M&C Saatchi business. According to Walker, Walker Media is clearly positioning itself as a domestic agency.
