Mission impossible
Article Abstract:
The United Nations administrator in Kosovo, Yugoslavia, faces a number of problems such as the desire of the Kosovo Liberation Army to set up an embryo government. A democratic government with Albanians and Serbs appears unlikely, and the Albanians are divided, Refugees have returned despite not having homes to go to. Kouchner has few staff to help him tackle the problems. Democratic League of Kosovo leader, Ibrahim Rugova, has been elected president in non-official polls in the past, but he has yet to return.

Saddam does it, again
Article Abstract:
Iraqi leader, Saddam Hussein has announced the he will not co-operate with the United Nations (UN) inspection agency, UNSCOM, the third time that there has been a confrontation between Iraq and the UN in 1998. US officials see Arab hostility to US action against Iraq as likely to be reduced since there has apparently been more progress with peace negotiations between Israel and the Palestinians. There is concern, however, that ordinary people in Iraq are suffering from the conflict.
