Article Abstract:
The Japanese government has supported the banking industry, which has been forced to restructure, with 20,000 jobs and around 450 branches forecast to disappear by 2003. The banks face a problem of low revenues since they tend to focus on lending to large firms rather than the more profitable busines of lending to mdeium and smaller firms. The banks also have to be large to invest in new technology, and many Japanese banks are not large enough. The banks have to specialize or merge to achieve an adequate size.

Attempts to tackle bank reform in Japan are examined in detail. There is sill a serious problem of bad debts in the Japanese banking system, and there has been little serious attempt to tackle them.
