Japan has been criticized for tight monetary policy, but this applies less to the domestic view of the policies of the Bank of Japan, which has become more open. The Bank may seek to show that it is independent by refusing to print money, and there is fear that such a policy could lead to lack of control over public finances. This could mean a delay in the implementation of structural reforms, the Bank argues, and structural reforms are needed in order for revenue to be generated from which taxes will come.
