Article Abstract:
China plans to make its financial services industry more open, and this will mean changes in the banking sector. The changes are coming about because China wants to join the World Trade Organization (WTO). The banks suffer from serious bad debt problems which mean that the government will have to provide financial help. Large state companies have tended to depend on banks, and these state companies will have to be reformed if the banking sector is to undergo reforms.

The People's Bank of China is attracting bankers from other countries, but the country's communist government has failed to make some much-needed reforms that were recommended by European consultants in 1985. The positive and negative aspects of China's four top banks are discussed.
