The Ministry of Agriculture's 1999 budget comes to FFr 33.4bn, down 6% from 1998. Food safety is one of the priorities for the 1999 budget. The appropriation for quality and safety is set at FFr 735mn, up 8.8% from 1998. The priorities for 1999 in the quality and safety are particularly combating animal diseases, food safety inspections, food risk assessment, setting up a biovigilance system for the purpose of detecting undesirable effects due to the use of transgenic sweet corn. The credits for veterinary actions and for plant protection will come to FFr 357.4mn, up 8.3% from 1998. The FFr 150mn in cr dits for industrial policy in 1998 is repeated in 1999. The overall budget for the new 1998-2001 Food-Quality-Safety program comes to more than FFr 60mn. This program will be co-financed by the Ministry of Agriculture (FFr 10mn in 1999) and the Ministry of Education, Research and Technology. The Institut National des Appellations d'Origine (INAO) budget will be increased by 5.6%. The allocation to SOPEXA for promoting products outside of France will be increased by FFr 10mn to FFr 138mn, compared with a FFr 40mn decrease in 1998.

Le programme Aliment Qualit S curit succ de Aliment Demain
Article Abstract:
The Minister of Agriculture and Fishing and the Minister of Higher Education and Research have launched the AQS - Aliment Qualit S curit - program. An invitation to tender will be launched on 15 June 1998 and declarations are to be sent by 15 July , and the full applications must be filed by 10 September 1998. The program will finance work on themes which are deemed to be priorities, and will orient collective research, both public and private - towards quality and safety assessment tools, and on the industry's projects. It will have a budget of over FFr 60mn over four years, of which FFr 20mn will be for 1998 - FFr 10mn for each minister.

In his agricultural orientation bill, the French Minister of Agriculture, Mr Le Pensec, intends to have the Institut National des Appellations d'Origine (INAO) manage the IGP protected geographical indication. The mixed CNLC/INAO commission cannot exist unless it has a very strict specifications sheet as a base. Therefore its suggests using the Label Rouge quality label. The bill provides for the possibility of setting up professional associations for products which have same quality sign or quality label.
