Preparations are underway for the environmental policy negotiations set for June 1992 in Rio de Janeiro under the rubric of the United Nations Conference on Environment and Development. The focus of current negotiations is on proposed conventions governing greenhouse gases and biodiversity.

Pollution and the poor

Lawrence Summers of the World Bank suggested that more polluting industries be shifted from industrialized nations to the poor so-called third world countries. The economic benefit to these poverty-filled nations would more than offset the increased pollution.
