THE AIRPORT PROJECT THAT NEVER TOOK OFF
Article Abstract:
The HAL airport in Bangalore has a traffic of 1.9 million passengers per year. It is owned and maintained by Hindustan Aeronautics Ltd (HAL). HAL is a defence unit. HAL too uses the airport for flight testing. This airport has no cargo terminal despite Bangalore being the third largest cargo destination in India. The Tata consortium of Raytheon Corp of USA and the Singapore Airport Authority was awarded the letter of intent and a memorandum of understanding (MoU) was signed between the consortium and the Karnataka Government. The new international airport was to be built at Devanahalli. It was to be constructed on a build-own-operate (BOO) basis. It was also agreed that the HAL airport would be closed for civilian traffic once the new airport began functioning. The Civil Aviation Ministry of the Government of India wanted the project to be awarded on a build- operate-transfer (BOT) basis. It also wanted a review of the proposal to suspend civilian operations at the HAL airport. It was hesitant in according international status to the new airport. Despite several meetings between the Tatas and a committee set up by the Government of India in 1997, these issues were never resolved. In June 1998, the Tatas learnt that the Civil Aviation Ministry was thinking of upgrading the HAL airport and was still undecided about the BOO/BOT airport at Devanahalli. The Tatas finally withdrew from the project on June 25, 1998. (uh)
