Myanmar opposition leader, Aung San Suu Kyi, has been stopped by soldiers while seeking to visit supporters, and some 18 foreign activists have been arrested in Myanmar while distributing leaflets. Suu Kyi's party won an election held in 1990 but the result was not honored. She is seeking a dialog with the government. The regime is seen as incompetent and hating the people of Myanmar, according to a diplomat, but it may survive some tiem.

Miss Suu Kyi led an illegal National League for Democracy convention in her home despite military junta warnings and its arrest of more than 250 delegates. The junta seems dismayed by Suu Kyi's insolence, issuing contradictory signals about the possibility of negotiating with her.
