Yeltsin lose the moral authority to rule Russia when he ordered the attack on rebels in Chechnya. The war is unpopular with the Russian people and is turning Yetsin's supporters against him. He has been becoming more isolated lately, and his coalition government is falling apart.

Boris Yeltsin is attempting to repair his faltering reputation by calling for a nuclear summit of the Group of Seven in Moscow and paying visits to Chinese leaders. Western countries support him in hopes he will defeat the presidential candidate of the resurgent Communist Party.
