Birmingham, England, is seeking to attract new investment, promote tourism and diversify away from the automobile industry. The city also faces problems of traffic congestion which is needs to tackle for environmental reasons and to cut journey times and help promote tourism. Birmingham aims to tackle its low educational level as part of its drive to diversify. A conference industry is developing in the city which is also emphasising its proximity to rural locations such as the Cotswolds.

The West Midlands region of England suffered a drop in manufacturing output of 3.6% from 1971 to 1985, when unemployment rose by 280,000. The region aims to develop more high-tech industries. Metal crafting and automotive production account for nearly 50% of Birmingham's output, and these activities are sensitive to economic cycles. New materials, plastics and electronics are some growth areas which have developed from the automotive industry.

JJB Sports is a Manchester company specialising in retailing sports equipment. The company is owned by David Whelan who was previously a footballer and later developed a chain of supermarkets. He was turned down by a pension fund manager when he sought funds to expand. The company was successfully floated in 1994 and Whelan still holds a majority stake. New stores are being opened and a large warehousing facility to also scheduled to open.
