Contractor sees Navy as Monopsony; Navy aide cites monopoly
Article Abstract:
Phil Dur, president of Northrop Grumman Ship Systems, said that the Navy, a 'monopsony' or sole customer for warships, is erratically changing its shipbuilding plans in a way that makes it impossible for shipbuilders to plan investments. Dur asked whether the Navy and Congress are meeting the constitutional mandate to maintain a Navy as number of vessels in the fleet has decreased.

DD(X) destroyer's victory in the US Navy's critical design review would keep the destroyer program on course.
