Birmingham, England, has conference facilities, though it may lack retail development. Four halls have been opened at the National Exhibition Centre, while the International Convention Centre was the location of a meeting of G8 ministers in early 1998. Major events bring revenue and publicity to the city. The West Midlands region has been hit by a decline in manufacturing employment from the 1970s, and employment growth has been less than in some parts of the UK.

Manchester, England, is part of a wider region and the North West Partnership aims to develop an economic strategy for the region as a whole. The Partnership brings together the private an public sectors and has focused on a number of problems. These include a slower growth rate than for the UK as a whole, and a low level of workforce qualifications. Basic literacy and numeracy skills are lacking for some half the region's inhabitants aged 19-years-old.
