Clark says efficiency moves can cut number of ships bought

Chief of Naval operations Adm. Varn Clark said that whether the navy should buy enough ships and submarines to create a fleet, or instead should build enough vessels to create a sea force, depends on a large part on the efficiency programs. Clark told that the navy would build between 260 ships if they are able to apply Sea Swap and Fleet Response, for the 30-year ship-building plan.

Clark says fleet size decision may take another year
