The government's green paper on pensions reform attempts to address the demographic time bomb. Reforms include the minimum pension guarantee, replacement of the state earnings-related pension scheme with a two tier state pension, incentives for those on low and medium incomes, and more flexible stakeholder pension schemes. However the National Association of Pension Funds claims the increasing complications and costs of occupational pension provision still needs to be tackled.

Pensions will have to change over the years as there will be a major increase in the funds required to pay state pensions. Also men and women wil be entitled to state pensions at the same age following the enforcement of European wide equal opportunities legislation. There have already been changes in pensions over the years, with the introduction of personal pensions and new changes will mean that many women will not be entitled to a state pension before 65.

If there are problems with a pension the first step should be to contact the trustees of the pension scheme, or the companay that provided the plan, in the case of personal pensions, according to Michael Mountford of the Occupational Pensions Advisory Service (Opas). If this is unsuccessful Opas can act purely for an individual with an occupational scheme, or the Personal Investment Authority (PIA) ombudsman for those with personal pension plans.
