Donald Rumsfeld, Defense Secretary stated that terrorist in the United Sates might begin using the sort of roadside bombs to attack Americans in their homeland that are used by insurgents to kill U.S. troops in Iraq. He is trying hard to decide how much procurement money to spend on urgent, immediate needs such as spare parts and expendables for operations in Iraq.
