Article Abstract:
The duel between Harold Washington, first black mayor of Chicago, and Edward Vrdolyak, head of the Cook County Democratic Party, continues. Race remains a not unsubtle issue. The struggle for control will be a major issue in the election of members to the Cook County Democratic Commitee on March 20th. Chicago's financial ratings have fallen slightly. The 1984 presidential campaign will be significantly affected. Mayor Washington's attempts at reform have achieved little success.
