Distinguished lecture on economics in government: big bills left on the sidewalk: why some nations are rich, and others poor
Article Abstract:
Individual rationalities in poor economies lack structured incentives that ensure socially productive transactions and high monetary returns. The structure of incentives is dictated by economic policies and institutions. Variations in national economic policies and institutions are largely responsible for global differences in per capita incomes. This presupposes a link between institutionalized economic policies and economic performance. In the absence of enforcement contracts, uncoordinated individual action in poor societies misses out on the big gains from specialized trade.

The economist in tort litigation
Article Abstract:
Economists have increasingly been used as expert witnesses and consultants in discrimination, anti-trust, wrongful death and other legal cases. Consulting work of this kind has come to be called 'forensic economics'. Defense attorneys may use economic experts, who are not only used by plaintiffs. There has been concern about possible unethical practices, though there is little evidence that they are common, and a number of safeguards operate as constraints. It is unclear whether these safeguards are sufficient for the integrity of the profession and the public interest.

Distinguished lecture on economics in government: the economist vs. madmen in authority
Article Abstract:
There is a need to put more emphasis on the political, institutional and programmatic difficulties which act as hurdles towards the implementation of good economic strategy. For example, economists often overlook the concept that government extravagancy can be effectively cut for reducing the deficit and that welfare has to be limited on the basis of time and be made conditional on people's behavior. However, economists do consider that education and training are currently more important to individual and national good.
