Funding Cycles or Here We Go Again
Article Abstract:
An historical overview of government funding for educational research, resources, and innovations over the past twenty-five year is presented. Many of the National Defense Education Act (NDEA) and Elementary and Secondary Education Act (ESEA) appropriations resulted in successful educational improvements. Passage of the ESEA in 1965 was seen as a symbol of faith in support of public education. However, the passage of the Education Consolidation and Improvement Act (ECIA) in 1982 by the Reagan administration, has had the effect of undermining ESEA- funded gains, by cutting funding from $730 million to $430 million. The hope that worthy programs would find private funding has not totally materialized. This effect was compounded by recession and inflation and resulted in a negative report on education by the National Commission on Excellence in Education. Consequently federal aid is returning along with the new-found private aid.

Funding - Using Block Grants
Article Abstract:
The Education Consolidation and Improvement Act (ECIA) replaced the Elementary and Secondary Education Act (ESEA) in 1981. ESEA's Chapter 2 is a block grant program in which money flows directly from the federal government to state education agencies. Eighty percent of this money is then distributed to local districts according to specific formulas. Local districts are using the money to purchase materials, including software and hardware, for school improvement, guidance testing, and gifted projects. Then states are using their twenty percent portion for competitive mini-grants, some for incorporating new technological innovation into classrooms. The Reagan administration has asked for a fifty percent increase in the block grant appropriation. A list of state-level block grant advisory coordinators is included.
