Schools inspectors should monitor the quality of all university degree courses rather than the Quality Assessment Agency, which employs academics as opposed to external assessors. Universities should not be measured according to untested standards, but inspection by an external organisation ensures poor standards of teaching are improved. Her Majesty's Inspectors previously inspected the old polytechnics and provided a fair evaluation of teaching practices. Ofsted could used its existing, experienced staff to evaluate students' experiences in the classroom.

The Higher Education Funding Council for England's 1994 to 1995 teaching allocations for each university have been ascertained through a long and complicated process. Modes of study and student costs vary according to the nature of the courses held at the university, which makes the simple division of funds by student a dissimilar comparison to make. Data for full-time or sandwich courses and part-time courses are given.

The fairness of allocation of university teaching funds by the Higher Education Funding Council for England (HEFCE) has been questioned. Universities currently receive funds from fees and from the funding council, where inconsistencies occur. The engineering department of Imperial College, receives 2,738 pounds sterling per student, while the same department at Bournemouth University receives 1,362 pounds.
