Article Abstract:
It is argued that universities have been neglected by public debate on education, and although the Dearing report addressed the issues of fees and access with cross-border comparisons, the subject has not been pursued. The number of foreign students in British universities has risen to 150,000 from 10,000 in 1963, of which the majority originate from the European Union. It is suggested that public commitment is required if British universities are to maintain their levels of success at home and internationally.
