Student aid scheme creaks into action
Article Abstract:
A student financial aid scheme in South Africa has been given the go ahead and the government is under pressure to implement the scheme before the start of the 1996 academic year. The interim scheme will be followed by a final scheme in 1997. The scheme involves a combination of bursaries and loans based on means testing, but will not meet the full private costs of needy students.
