Many vacuum and SF6 circuit breakers are retrofits, and some of these permit the breaker to be withdrawn in closed position. This can cause accidents and serious injury. Follow IEEE Standard C37.59-1991, clauses 5.1.6, 5.1.7, and 5.2.3 for switchgear conversions.
