Will Gray Davis and Bill Lockyer play 'good cop, bad cop?'
Article Abstract:
California Attorney General Bill Lockyer believes that a large element of his office's responsibilities will be defending Governor Gray Davis and his agencies in court. He is not concerned about whether he may come to be seen as a more active defender than Davis of the California environment. He aims to become more involved in environmental issues by using the tool of independent legal cases, but does not welcome speculation that he will deal alone with all environmental clashes that arise.
