Formal risk adjustment by private employers

Formal risk adjustment for health plans has not been selected more often by private employers because they do not ask for it. Changes in health plan markets in 2001 could cause a change in the demand for formal risk adjustment.

Managed care did not have a major impact on the use of mental health and substance abuse services by the poor in Puerto Rico. Better access by the poor to these services in Puerto Rico must still be devised.
