Article Abstract:
The Blue Cross and Blue Shield Assn. was established to provide low-cost health insurance coverage to augment the government's Medicaid and Medicare programs. However, the Blue Plans have been forced to restructure their services with the emergence of managed care systems and declining funding for Medicaid. It may have to adapt to such changes by adopting measures such as a wider range of coverage, creating partnerships with physicians and health management organizations and using information technology.

Consumer protection and the HMO backlash: are HMOs to blame for drive-through deliveries?
Article Abstract:
Complaints against health maintenance organizations (HMO) have prompted legislators to sponsor bills that will ensure consumer protection against erring HMOs. The advocacy of one-day hospital stay after normal deliveries have been made without adequate knowledge or feasible data regarding the impact of these short hospital stays on mothers and other family members. Effective cost-cutting measures can not be effected without the availability of relevant data on the issue.
