President Bill Clinton has endorsed and recommended implementation of his health care quality panel, even though he needs industry cooperation and legislation from Congress to go further. The creation of two leadership panels for quality improvement and concise improvement goals are two of the items which Clinton has endorsed. Research, wide public dissemination, and the definition of quality measures are others.

Supreme Court lowers barrier to health reform: ruling in N.Y. ERISA case gives more power to states

A Supreme Court ruling, in a case involving a New York state surcharge on hospital rates, should give states more regulatory power over employee benefit plans. The ruling gives state legislators recourse against the Employee Retirement Income Security Act, which limits state oversight over most benefit plans. The decision could boost states' healthcare reform efforts.
