Article Abstract:
A Dept. of Health-commissioned report released in Jul. 1996, concludes that people with learning disabilities are more likely to thrive in smaller community-based homes than in larger community-based hostels or traditional mental handicap hospitals. However the report points out that there is currently such a wide variation in the costs and quality of services that the quality of life for a significant minority of people in smaller community-based homes is no better than the generally poor quality of life experienced by people in National Health Service mental handicap hospitals.

The last resort
Article Abstract:
Cassel Hospital near Richmond, England, opened a new adolescent unit in October 1994. The unit has nine beds for adolescents with behavioural or emotional problems. Riverside Mental Health Trust runs the hospital. The unit's residents can interact with the other patients in the hospital. It costs about 1,225 pounds sterling a week to send an adolescent to the unit.
