Vauxhall Motors personnel director Bruce Warman's philosophy for working practices is flexibility and job overlap throughout the organization. Warman encourages the monthly review of training and communications by 'human resource management committees', with representatives from plant management staff and personnel staff. Warman envisions a general decentralization and freedom from unnecessary personnel department controls. This would apply among first-line supervisors and in training programs. Warman says his approach is evolutionary rather than revolutionary, and he believes that the Japanese experience shows that investment in training employees will result in greater benefits than investments in robots.
