ITC bundling ruling is point of no return
Article Abstract:
The UK Independent Television Commission (ITC) has investigated whether existing trading conditions in the pay-TV sector limit viewers' freedom to select the services. The investigation has concluded that channel bundling is restrictive. The ITC recommends the introduction of a ban on minimum carriage guarantees, under which distributors must pay for and usually actually carry the service to a specified minimum proportion of television customers. The general reaction to the prospect of banning minimum carriage guarantees, which have been a key element in contracts between programmers and operators, has been one of shock.

Article Abstract:
The European Commission's budget for the community's audiovisual industry has been slashed by the Council of Ministers. The MEDIA II program's budget has been reduced from Ecu 540 million to Ecu 310 million and, although the figure is higher than that allocated for the MEDIA 1 program, there are three new EU members. Projects that are expected to be supported include the Royal College of Art's MA course in international media, plus dubbing and subtitling projects.

Access success: the UK's acceptance of the EC's directive giving all of Europe's broadcasters access to set-top decoders is likely to kick start the digital TV market
Article Abstract:
The UK government has finally accepted the European Commission's open access directive which is expected to lead to an explosion of pay-TV services in Europe. The directive requires set top decoders to accept open access standards so that subscribers can access any European pay -TV service with the use of one decoder.
