Article Abstract:
British Broadcasting Corporation (BBC) Radio 4 has been criticised for not allowing independent producers sufficient access to the radio station. The independents are calling on the UK government to order the BBC to accept 25% of its commissions from independents. Some independents support the Radio 4 policy of restrictive tendering because its reduces surplus offers. There are not any established quotas for independents although the BBC has its own goal of awarding them 10% of commissions. The BBC predicts some 12% of commissions will be placed with the independent sector, during 1997-98.

There is now a very wide choice of radio stations in the UK, and ordinary listeners are forced to make difficult decisions about which stations to focus on. The BBC is a very strong programme-maker at national level, especially for political coverage, but is not very strong in the local radio sector. Most BBC local radio stations have rather poor quality output, with some having completely lost their identity. Against this background, it is to be welcomed that the Radio Authority is currently licensing smaller local stations.
