New technologies, changing priorities foretell need for fewer naval personnel
Article Abstract:
New technologies and changing war concepts are enabling the Navy to reduce its force by 25,035 people over six years and hence the sea basing concept requires fewer people with a broader array of talents and skills who can also operate the latest equipments of the 21st century. The restructuring process consists of using technology in the design of the Navy's newest ships and planes, reshaping the officer corps with an eye to fewer accessions and greater retensions and evaluating jobs to see exactly what skills, experience and education are actually required.

Rear Admiral Paul F. Sullivan, director of the Navy's Submarine Warfare Division, describes about the changes seen in submarine forces since the mid-1990s. He reveals that the submarine forces have broadened their operational relationship with special operations forces and begun the conversion of four Ohio-class nuclear powered ballistic missile (SSBN) submarines to a tactical guided-missile submarine (SSGN) configuration.

The Navy Riverine units to be created in 2006 will face a tough and dangerous task in Iraq, where insurgents increasingly depend on inland waterways to transport people and weapons.
