Australian Prime Minister John Howard anticipated he would introduce the tax reform package when his government is 10 points ahead of Labor in polls. However, his government in 1998 is behind in polls and he relies heavily on the tax package to save the Coalition. His government faces this challenge at a time when its credibility is low and voters do not believe a tax package would solve all the nation's problems.
