Hong Kong's new administrator Tung Chee-hwa promised to improve education and care for the elderly during his inaugural speech. However the two issues that will probably determine his success or failure are the housing crisis and political reform.

The Beijing-appointed Selection Committee's Dec 1996 selection of Tung Chee-hwa as Hong Kong's new 'chief executive' came as no surprise. Although he was virtually unknown only a year ago, Tung is supported by China's Communist leadership.
