Inco at impasse over Voisey's project

Toronto, Ont.-based Inco Ltd.'s paln to develop its Voisey Bay nickel holdings have been delayed by failed negotiations with Newfoundland Premier Biran Tobin. Inco, which is led by chairman Michael Sopko and president Scott Hand, has resisted constructing a new smelter and refinery at the facility.

Inco calls Tobin's bluff
