The Special Joint Committee of the Senate and the House of Commons on a Renewed Canada has proposed a preamble to a new Constitution that recognizes Quebec as a distinct society and the rights of aboriginal peoples. The Canadian passion for nit-picking is also shown in a debate over the national anthem.

The Aug 1996 meeting of provincial premiers and territorial leaders in Jasper Park, Alberta, contained echoes of the initial federal-provincial meeting in 1927. Provinces are still being required to pay more for federally mandated programs, and still want more program control.

The battle to form a new constitution has provided much friction in Canada. The country faces a deadline of eight months in which to write and pass a new constitution that will appease all the factions involved in the process, and provide new direction for Canada.
