Japanese Prime Minister Keizo Obuchi, a surprise candidate for the position, has managed to create a bill to deal with lending institutions. Little has been expected of this leader. His aides have worked with the Democratic Party and the Heiwa-Kaikaku to present the bill to the Diet. Obuchi has to take drastic steps to deal with Japan's financial crisis.
