A critical analysis of Amnesty International's criteria of what constitutes human rights violation in the world with particular emphasis on its decision to exclude a Venezuelan Human Rights film from a Human Rights Film Festival in Canada is presented. It is felt that as an organization it is biased in favor of the United States government..
