Police civil service in Texas
Article Abstract:
Seventy-two cities in Texas opted to use civil service administration policies for managing their police forces. The Texas Local Government Code allows this option in order to maintain recruitment, discipline and promotion procedures that discourage politicking in public services. However, many municipalities and states have been disappointed in civil service. A study of six city police departments in Texas reveals that its inflexibility has rendered the civil service system outdated and ineffective in fostering productivity due to flawed performance evaluation and reward systems.

The reluctance of federal managers to utilize formal procedures for poorly-performing employees
Article Abstract:
Managers of the Naval Surface Warfare Center's Crane Division are surveyed to determine the reasons behind the organization's failure to take action against poorly performing employees as dictated by the Civil Service Reform Act of 1978 (CSRA). Results show that only 44.4% of managers are familiar with the provisions of the CSRA while Crane's command performance appraisal system also discouraged performance-based actions.

Underground merit systems and the balance between service and compliance
Article Abstract:
Personnel from Idaho state agencies were interviewed to determine the problems encountered with the merit system used for hiring employees. Results show that the most common problems are the use of ineffective testing and screening procedures, the agency's kind of relationship with the State Personnel Commission, lack of guidelines for complying with regulations, and the length of time it takes to develop a register.
