The administration's arms control agenda: gaining ground under fire
Article Abstract:
The Arms Control and Disarmament Agency (ACDA) Director John D. Holum appreciates the contribution of non-governmental organisations in ACDA's policy successes. He opines that the prominent issues on the agenda are implementation of START II, resolution of treaty interpretation differences and ratification of the Chemical Weapons Convention. He explains the importance of export controls on the supply side of arms transfer. He says that Nuclear weapon states will maintain the existing weapons until a comprehensive test ban treaty is affected.
