Issues are discussed regarding the uniformity of the managed care backlash despite significant variation in local health care markets. The response the backlash has evoked in players from both the private and public sectors will probably reshape managed careto be more responsive to consumer concerns, but hopefully not increase medical costs.

Issues concerning the managed care backlash as an example of classic American populism are argued. The health care industry will work only with sustained, public regulation and proposals to regulate managed care may not be up to the job.
