How green could be the valleys
Article Abstract:
In a recent Private Finance Initiative (PFI) bidding round in Wales, half of the 22 local authorities did not submit any type of proposal. A similar situation has been seen in England, and it appears that some authorities are concerned about the initial costs of compiling a bid to pursue PFI. However, it is important to recognize that PFI cannot be ignored. More PFI projects are likely to emerge in Wales in 2000 as the system begins operating at full pace. The Welsh Assembly is considering consulting on the broader issues of Public-Private Partnerships in Wales. Matters to be addressed will be ways of boosting awareness of what can be achieved through PFI.

One step forward, two steps back

The publication by the UK Dept of the Environment, Transport and the Regions in Feb 1999 of public consultation drafts of revisions to PPG 11 on regional planning and PPG 12 on development plans is a welcome effort to improve the planning system. However, some observers have expressed fears that the government's plans for streamlining the planning system could have negative repercussions. There are still inconsistencies in the geographical operation of some regional planning guidance notes, and two-stage deposits could create administrative problems.

Private funds go public
Article Abstract:
Beneficial construction schemes are being given extra financial assistance in Wales, through the issuing of long-term credit support within the structure of the private finance initiative. Credits have been allocated to six projects valued at 140 million pounds sterling. Eight National Health Service projects have been finished in Wales, totalling 30 million pounds sterling. A waterfront link project in Cardiff city centre is expected to cost 40 million pounds sterling.
