Article Abstract:
The UK government believes that many of the vacant and derelict sites which can be seen in cities across the country could be used for new residential development. It aims for 50% of this sort of land to be used for residential development by 2005. However, some observers believe that supply and demand difficulties will make it hard to reach this target in the longer term. The ability to ensure high levels of housebuilding in urban areas will be determined by the re-use of brownfield land, and eventually more challenging and less profitable sites will have to be used.

A new weapon against sleaze?
Article Abstract:
The Nolan report on standards in public life in the UK makes a number of recommendations designed to improve honesty and openness in local government. It suggests the creation of a formal procedure for reporting dishonesty, and recommends that each local authority should have a standards committee. These recommendations are to be welcomed, but are likely to have little effect in practice. The main factor in encouraging honesty in local government is a political balance, as a party which has a large majority can easily be tempted to abuse its position.
