A very English problem
Article Abstract:
Much greater emphasis seems to be placed on educational standards in Scotland and Wales than in England. Gaining a good education has always been a key element in what it is to be Scottish, and literacy has always been a prerequisite of social respect there. In contrast, the English have always regarded education as a means to an end, rather than an end in itself. In both Scotland and Wales, religious fervour led to higher literacy levels than in England. In Wales, pride in the Welsh language is playing a key role in reviving the education system.
