China fears a backlash from reform's new jobless

Many Chinese state-owned enterprises have extremely large workforces, and the government is aware that these companies must shed considerable numbers of workers if they are to return to profit. However, the government is also concerned about the possibility of social unrest if many workers are laid off. China currently has around 147 million urban employees, and the government acknowledges that around 40 million of them will have to be 'helped' to find alternative employment. Furthermore, there are also 124 million unemployed rural workers.

Poor pay heavy price in China's brutal hospitals
Article Abstract:
The Chinese welfare system frequently fails the country's poorest citizens, even in the richest cities. Medical treatment is on a pay-as-you-go basis, which means that poor families cannot possibly afford the treatment they require. There is a particularly wide gap between city and rural people, with most city people being at least partly reimbursed for medical costs by their employers.

It has been careful not to offend Japan, as it is aware of Japan's important economic role in China.
