Jan Fraser is one of the three directors of Quantum Contracts and engages in direct contracting between client companies and computer contractors, cutting out the intermediary, the agency. It charges a one-off fee rather than the continuous commission of the agency and companies can save a considerable amount by bypassing the agencies. Quantum is three years old and has a turnover of only 120,000 pounds sterling. There has been a great deal of friction in the business and agencies have threatened to remove their advertising from magazines carrying ads for direct contracting.

Information technology (IT) contractors have traditionally been regarded in the UK as rather boring people with obscure interests and talents. However, a survey of the customers of Elan Computing's six UK branches indicates that it is relatively common for IT contractors to be dismissed for sexual harassment or drunkenness at work. Some observers believe that standards are falling among IT contractors because some agencies do not vet recruits properly and because there is such great demand for people with IT skills.
