More and more people now regard themselves as global citizens, being at liberty to live wherever they choose. It is no longer necessary for people to live in the country in which they work, and it is now possible for some people to regard themselves as being beyond the boundaries of a nation state. This trend raises a number of important questions, especially relating to finance. In particular, governments may have to consider setting personal taxation at levels which are attractive to people with high mobility.

The windfall - spend it or save it for a rainy day?
Article Abstract:
The flotation of UK building societies on the stock market will lead to 20 billion pounds sterling being distributed among around 16 million people in 1997. This is the largest transfer of cash ever to have taken place in the UK, and the way in which the money is handled by individuals will have a significant impact on the country's economy. It will also give a valuable indication of social behaviour. Most economists believe that the bulk of the money will be saved in the first year.
