Chancellor Kenneth Clarke has emphasised that the UK government's 1995 Budget has a cautious approach, with tax concessions being balanced out by spending cuts. However, deeper analysis indicates that the Budget may not be as cautious as has been reported. He has in fact given away only 1 billion pounds sterling in tax concessions, not 3 billion pounds sterling as the figures would initially indicate. Furthermore, the control total of public spending has actually remained static in real terms, rather than dropping by 1%.

Article Abstract:
The increasingly precarious position of the Conservative government means that chancellor Kenneth Clarke may have only one Budget left. This is likely to have a considerable influence over the measures included in the Nov 1995 Budget. Observers had believed he would wait until the Nov 1996 Budget to make really large tax cuts, but he may now no longer be able to do so. It is thought that tax cuts are now more likely to be included in the Nov 1995 Budget.
